How to use:
V／Aい／Aな +（は／には）+ V／Aい／Aな+ （が／けど）

V／Aい／Aな +（ことは）+ V／Aい／Aな+ （が／けど）

Example sentences:

雨は降るには（／ことは）降ったが、たった３ミリだった。これでは水不足は解消しない。
It rains, but the amount of rain is only 3mm. This will not solve the water shortage.
